A DAY WITH THE BOARD AT BADIKLAT PKN

“Dream, to build a better BPK”. That was a sentence that was conveyed by the Deputy Chairperson of BPK, Bahrullah Akbar, in front of the 2019 BPK CPNS training participants when he was about to open the Badiklat Porseni event. The opening of this Porseni is the initial series of activities of the Deputy Chair at Badiklat PKN on Friday (2/8/2019). The series of activities of the Deputy Chairperson while at the PKN Badiklat is an activity initiated by Badiklat PKN. The purpose of this activity is to build togetherness and improve organizational culture and work culture at BPK, especially Badiklat PKN. Badiklat PKN plans to hold this activity regularly every month. The resource persons who will be presented are the Leaders and Members of BPK.

The activity with the theme “A Day with The Board” with the BPK Deputy Chairperson, began with joint sports activities. The Deputy Chair mingled with the management and staff of Badiklat PKN and CPNS training participants. The sports activities carried out that morning included aerobics, table tennis and archery. Main Auditor of State Finance III, Blucer Wellington Rajagukguk, BPK Expert Staff and several other high-ranking officials attended this activity. After exercising together, the Deputy Chairperson gave directions to the CPNS as well as opened the PKN Badiklat Porseni which was marked by shooting balloons as the target.

Next, the Deputy Chair gave a public lecture to the training participants for the First Expert Examiner Functional Position (JFPAP) for Non-Accounting and Accounting Civil Service Candidates in the Badiklat PKN Hall. The Vice Chairman explained about BPK and continued by sharing his ups and downs during his career at BPK. He also motivated the CPNS training participants to always prioritize BPK’s basic values ​​when conducting an examination later. Currently the CPNS training participants are undergoing JFPAP training until November. They are prospective examiners who will be assigned to audit the Regional Government Financial Reports (LKPD) of the Eastern Region. The Deputy Chair reminded the CPNS training participants to be careful and to kindly remind each other with fellow co-workers, superiors and subordinates during placement later.

Towards noon, the Deputy Chairperson of the BPK opened a Round Table Discussion (RTD) event in the Badiklat PKN Learning Studio Room. Previously, the Head of Badiklat PKN, Hery Subowo as Director of Training ACFE Indonesia Chapter, first gave a speech and report on the implementation of the RTD event. This RTD event is one of the activities carried out by the Association of Certified Fraud Examiners (ACFE) Indonesia Chapter. Besides Indra Widjaja as Vice President of ACFE Indonesia Chapter, the speakers who attended and explained the material were the Main Auditor of State Finance VII BPK, Akhsanul Khaq and the President Commissioner of Pefindo Credit Bureau, Hamdi Hasyarbaini. The discussion was hosted by the Director of Organizational Development of ACFE Indonesia Chapter, Maliki Heru Santosa as moderator.

The theme of the RTD event which was attended by 100 people was “Fraud in the Capital Market”. On this occasion, the Deputy Chairperson also acted as a keynote speaker. The Vice Chair explained the importance of learning many things related to fraud, fraud systems or fraud audits in organizations. This is important for the public sector, especially for auditors at BPK, in this case the Main Investigation Auditor (AUI). According to him, of the 166 BPK examiners who hold the Certified Fraud Examiner (CFE) certificate, only 137 are still active. He reminded that all inspectors who are CFE certified have an important role in realizing good governance for the development of the country and the prosperity of the people. The PKN Badiklat also plays a role in forming BPK CPNS in order to uphold the BPK’s basic values, Integrity-Independence-Professionalism.

BPK must have an external examiner association so that it can collaborate and learn with other organizations to build a professional organization. To follow up on this, since October 2, 2018, BPK has had the functional position of examiner as well as the professional line, namely ACFE. The role of BPK, in this case AUI, is a work unit that follows up on reports on the results of examinations related to law. Therefore, the examiners at AUI must be able to understand and improve their professionalism. The Deputy Chair stated that BPK took the initiative to make changes both in the organization and its work culture (corporate and culture change), the anti-bribery system to the quality of management. This is done to comply with applicable international standards (change management). Furthermore, the RTD event was continued with a question-and-answer discussion with the speakers and closed with the giving of a plaque by the Head of the PKN Education and Training Agency.

Ending the series of activities, the Vice Chair’s last agenda was to lead a meeting between the Head of the PKN Badiklat and the Secretary General of the BPK with the Deputy Director of the ASEAN China Teacher Training and Development Center, Prof. Dr. AB Susanto and the Head of the Master of Accounting Study Program at the University of Padjadjaran, Dr. Tettet Fitrijanti. This meeting aims to establish cooperation between BPK PKN Badiklat and national and international educational institutions.
