The Kenyan SAI (OAG) delegation visited the BPK State Finance Audit Training Agency (Badiklat PKN) on Monday-Thursday, 25-31 August 2019. The Kenyan SAI delegation was led by the Deputy Auditor General of OAG, Mr. David Mwangi Njoka. The purpose of the visit of the Kenyan SAI delegation to the BPK PKN Badiklat is to gain knowledge and share inspection experiences, especially related to inspections at Pertamina (knowledge sharing on cost recovery audits in upstream oil and gas). The delegates who attended were Mr. Jared Arasa Nyasani (Manager-Audit), Mr. Nimrod Gikunju Nyaga (Audit Associate I), Ms. Brenda Chepchirchir Kiptoo (Audit Associate I), Ms. Mitschelle Akoth Onyango (Audit Associate II) and Ms. Caroline Njambi Thindiu (Audit Associate II).
After making a courtesy call with the Deputy Chair of the BPK at the BPK Headquarters, the Kenyan SAI delegation was welcomed by Plh. The Head of the PKN Education and Training Agency, Rio Tirta and the Management of the PKN Badiklat in Class I Room, PKN Badiklat Class Building. The welcoming ceremony was also attended by the Main Auditor of State Finance (Tortama KN) VII, Representatives from Pertamina, Head of the Bureau of Public Relations and International Cooperation of BPK, Widyaiswara and the AKN VII Examining Team.
On the first day of the visit, the delegates received information regarding the introduction of the BPK delivered by Badiklat and the Oil and Gas Fiscal Regime in Indonesia and Kenya delivered by the AKN VII Examining Team. On the second day, the delegates had the opportunity to go on a tour to see the learning facilities of classrooms, galleries, health clinics, libraries, theaters, dining rooms, auditoriums, fitness centers, moot courts and mosques in the BPK PKN Badiklat environment. The event continued with knowledge sharing related to Production Sharing Contracts (PSC) in Indonesia, including Tax, and Environment issues in upstream oil and gas with the AKN VII Examining Team.
The AKN VII Examining Team presented information about the upstream oil and gas audit (planning to reporting process, preparing audit program (methodology, risk assessment, etc.)) on the third day. For the fourth day, the Kenyan SAI delegation shared experience on how to find findings, related regulations, IT usage, and working papers with the AKN VII Examining Team. After the last session was over, the Kenyan SAI delegation accompanied by Widyaiswara and the AKN VII Examining Team left for Cirebon. The trip to Cirebon aims to conduct a Site Visit to the Pertamina EP Working Area.
The AKN VII Examining Team tasked with providing information and sharing knowledge was Erwansyah Fuad, Rino Leksono, Deny Prasetyo, Paulina Sinaga, Mariyani, Brian P. Ariaji, and Arif Munandar. During the visit, the delegates were also accompanied by a team from the Intosai-Asosai-Aseansai Subdivision, the Bureau of Public Relations and International Cooperation. (SE)
