Distance Learning, Learning Innovation in the Middle of the Covid-19 Pandemic

Responding to the growing situation and information related to the spread of Covid-19, the Training Institute of State Finance Audit (Badiklat PKN) adopted a policy of Work From Home (WFH) for employees, which was established through a Secretary General Decree on Mechanism of Work System Adjustment in Preventing the Spread of Corona Virus Disease 2019 (COVID-19) within the BPK environment. The implementation of the WFH policy is valid until 29 May 2020 since 17 March 2020.

This WFH is a support for the Government’s efforts to break the transmission chain of Covid-19 which has become a national emergency status. The government calls for physical distancing, namely by minimizing physical contact with others. Physical distancing is carried out by the Badiklat PKN by not holding face-to-face training for a while, both at the Badiklat PKN, as well as in the Regional Training Center of Yogya, Medan, and Gowa. During the implementation of official duties from home (WFH), employees are not permitted to leave the house/residence, except for very urgent/emergency issues such as food, health, personal and family safety needs. In addition, during certain emergency situations of disease outbreaks caused by Covid-19, employees are required to remain in the city of residence/residence in accordance with the direction of the Secretary General of BPK in order to support the government’s efforts to reduce the risk of the spread of Covid-19. All rules regarding employee discipline still apply to all employees of Badiklat PKN during WFH. This was done to ensure the implementation of ASN’s duties, functions and responsibilities continued to run well even in the Covid-19 pandemic emergency condition.

Working from home does not mean that all office activities are stopped. However, Badiklat PKN employees continue to work as usual but not in the office. If a meeting is needed to discuss a matter, it is carried out by means of electronic media. This was done to prevent physical contact so as to protect employees from Covid-19 transmission. During WFH, surely employees have the same obligations and responsibilities as working from the office. But in its implementation, the application of WFH turned out to have challenges and obstacles that were not easy because not all work could be done from home. To address challenges and obstacles in the implementation of business processes, as a training institution must have innovation so that education continues to be held. Badiklat PKN continues to be committed to improving services through its facilities and infrastructure, by continuing to innovate to uplift learning enthusiasm in any condition.

One of the Badiklat PKN innovations is the application of distance learning methods. Distance learning itself is guided by the facilitator by utilizing information technology media. Distance learning allows learners to learn at home without having to physically attend the class. With the help of electronic media such as PCs/smartphones and internet networks, learning can continue using online learning applications. Distance learning has the benefit of reducing the operational costs of the training because there are no face-to-face meetings. In addition, it is able to encourage the learning interest of e-learning participants to play an active role in participating in learning.

In this WFH period, Badiklat PKN has implemented this distance learning for several BPK internal training activities, as follows:

  6. BLU Audit Training on AKN VI: 18-19 May 2020
  7. Management Training for State Asset Management BMN: May 18-19, 2020

Badiklat also assigned BPK lecturers to teach external training institutions using distance learning methods, as follows:

The implementation of distance learning uses the Media Learning Management System (LMS) and the Zoom Meeting application. LMS is an application that managing administrative functions, documentation, tracking, reporting, and delivery of training material. While Zoom Meeting is a long distance communication media that can be used for video conference, online meetings, chat, and even mobile collaboration. This learning system is one of the Badiklat PKN’s efforts to continue to meet the needs of developing employee competencies during the Covid-19 pandemic. The implementation of distance learning will be evaluated, to see the level of effectiveness compared to face-to-face training. The plan is that distance learning will continue even though WFH policy will no longer apply. (EN/SE)
