Training Institute of State Finance Audit of BPK (Badiklat PKN) held the Inauguration of the Chairmen of Regional State Finance Auditors Institute (IPKN) in the BPK Auditorium, Tuesday (09/06). The inauguration of the Regional IPKN Chairmen was carried out symbolically by the National Board Chairman of State Finance Auditors Institute (IPKN), Prof. Dr. Bahrullah Akbar, MBA. He inducted the Chairmen of Regional IPKN for the West, Central and East Regions for the period 2020-2023. A total of 16 West Region IPKN Chairmen were inducted directly in the middle of the new normal order by having regard to the health protocols related to the Covid-19 pandemic. The inauguration of 18 Central and East Region IPKN Chairmen was done virtually. It was attended by officials within BPK’s internal environment and BPK’s external invited guests from the Ministry/Institution Inspectorate, State-Owned Enterprises (BUMN) Internal Control Unit (SPI), University SPI, Public Accounting Firm (KAP), Professional Organizations, Law Enforcement Officials (APH) with a total of 323 offline and online participants.
IPKN is an institution for the state finance auditors whose establishment was ratified in IPKN Establishment Deed No. 10 dated February 19, 2020, and based on the Minister of Law and Human Rights Decree Number AHU-0001495.AH.01.07.Year 2020 dated 20 February, 2020. The establishment of the IPKN aims to develop and utilize the potential of auditors for the interests of the nation and state by carrying out the duties and functions of compiling a professional code of ethics, developing audit standards, developing methodologies, techniques, and approaches and good audit practices, organizing professional development activities for members, organizing educational activities for the community, and collaborating with other professional organizations in national and international scope.
Starting his remarks while opening a series of events, Chairman of BPK, Dr. Agung Firman Sampurna, CSFA., revealed that the Regional IPKN is a means of completing IPKN in carrying out activities in the regions for the professional development of members in the regions and to synergize the cooperation of auditors and supervisors in the regions in increasing transparency and accountability of state/regional finance. The Chairman of BPK hopes that after the inauguration of the Chairmen of the Regional IPKN, the existence of this professional organization will further enhance the performance of the state finance auditors. In addition it also disseminates the idea of accountability for all which, if implemented, clean and accountable management and accountability of state finance can be achieved.
The inauguration was continued with the IPKN seminar on the topic “Challenges of State Financial Accountability in the Covid-19 Pandemic Period”. Attended by participants both in person and online, this seminar presented the Vice Chairman of BPK, Dr. Agus Joko Pramono, CSFA., Head of the Finance and Development Supervisory Board (BPKP), Muhammad Yusuf Ateh Ak., MBA, and Chairman of the Indonesian Accountants Association (IAI), Prof. Mardiasmo, MBA., Ph.d., CFrA., QIA., Ak., C.A., FCMA., CGMA., ASEAN CPA., CPA (Aus.). The keynote speakers explained how the BPK auditing policies and strategies on state finance and the role of the Government Internal Supervisory Apparatus (APIP) in overseeing the management of state finance during the Covid-19 pandemic.
In this seminar it was stated that in the current pandemic situation there was a change in the order of audits so that a new strategy for conducting audits would be needed but still paying attention to its standards, professionalism, and accountability. By gathering information from experts in their fields, it is hoped that this seminar will be able to become a medium for BPK and IPKN to improve the quality of state finance audits in the midst of the Covid-19 pandemic.
