The Training Institute of State Finance Audit of BPK held a Technical Competency Test using the Computer Assisted Test (CAT) method which was attended by 173 participants consisting of Administrator Officers and Middle Level of Functional Officers in the BPK Head Office, the Training Institute, BPK Regional offices, and Regional Training Centers. A total of 96 participants from the BPK Head Office, the Training Institute, and BPK Regional office in DKI Jakarta took the test at the Training Institute, while 77 participants from 27 BPK Regional offices and Regional Training Centers conducted the test at their Regional offices.
CAT is a computer-based selection method used to obtain objective test results. By utilizing IT, participants can directly do the test on a computer screen and to ensure that the CAT test is safe, the Training Institute uses the Safe Exam Browser (SEB) application that is equipped with a camera connected to the zoom application at the front and back of the test room. The number of questions tested on the CAT this time is 70 questions including 50 simple multiple choice questions and 20 multiple choice questions with mini cases that are linked to the context of carrying out daily tasks for the addressed position. The CAT implementation at the Training Institute was held in 2 computer laboratories and 3 classrooms.
Starting this activity, the Secretary General of BPK Bahtiar Arif opened the CAT test through the zoom meeting application which was attended by all test participants. In his remarks, he expressed his deep appreciation for the CAT test that had been developed and facilitated by the Training Institute. Moreover, the implementation of tests in the midst of the Covid-19 pandemic conditions required us to use more information technology so that the CAT method is very appropriate to be applied in competency development activities, surely by applying health protocols in the implementation of activities.
The technical competency test is a series in the context of mapping Administrator Officers and Middle Level Functional Officers in the BPK environment in accordance with Law No. 5 of 2014 concerning the State Civil Apparatus and PP No. 11 of 2017 concerning the Management of Civil Servants which is described in the mapping of positions at the BPK through talent management. Since December 2019, the BPK has been given the authority to manage the selection of filling positions for Middle, Primary, Administrator, Supervisors and Auditor Functional Officials through a merit system in HR management. In the implementation of the merit system, there is the fulfillment of positions according to competency standards, laws and regulations, which consist of managerial, technical and socio-cultural. The Training Institute plays a role in conducting technical competency assessments within the BPK, one of which is the Technical Competency Test for Administrator Officers and Middle Level Functional Officials.
Prior to the implementation of the CAT test, the Training Institute had conducted socialization to the Liaison Officer (LO) of the Education and Training in the Regional offices regarding the technicalities of administering the test as well as socializing to all potential participants about the types of questions to be tested. By holding CAT, it is expected that it can become a means to map the technical competence of the participants related to auditing and managing state finances as well as being part of better HR management in order to improve the quality of HR at the BPK.
